Early College Consortium

All early college high schools become part of the Early College Consortium for Native Youth. The consortium's purpose is to establish a peer learning network where all schools seek better ways to support our students and their achievement. The consortium also identifies the core principles and design requirements of the early college model, conducts peer visits and school reviews, and seeks and shares funding for consortium tasks. The consortium by-laws and Memorandum lf Understanding with the Center for Native Education are listed below:

EARLY COLLEGE FOR NATIVE YOUTH CONSORTIUM
By-Laws

ARTICLE I: Name

The Early College for Native Youth Consortium (ECNYC) is a resource and recommending body for Early College schools and their stakeholders across the United States.

ARTICLE II. Goals and Purposes of ECNYC

      Section A.       To provide leadership and support for member tribes, schools and colleges and prospective members.
Section B. To promote educational reform at the secondary and post-secondary levels to increase high school and college achievement of Native students.
Section C. To articulate a nationwide perspective on Early College models for Native Youth that guides member schools' development and practices.
Section D: To offer technical assistance for members and other interested groups.
Section E. To serve as a fundraising body for member schools and college partners.

ARTICLE III: Organizational Structure

      Section A.       Meetings and Membership Fees
  1. Meeting Registration Fees: The Annual Registration Fee for meetings shall be set at a rate to be determined annually by a majority vote of the membership.
  2. Membership Requirements: Membership shall consist of
    1. Representatives of tribes or urban Indian communities who have youth attending an ECHS, institutions authorized to grant high school diplomas and/or associates of arts degrees and/or four year colleges or universities and who are involved in Early College schools serving Native American youth; and who
    2. Operate within the Early College For Native Youth mission and philosophy; and who
    3. Participate in a Memorandum of Understanding that Supports an Early College school; and who
    4. Agree to follow the by-laws as set forth in this document and are current in payment of their Meeting Registration Fees.
Section B. Council Membership and Responsibilities
  1. Council Members: Elected council members shall include a council spokesperson, a vice-spokesperson and one representative from each school site, one of whom must be a tribal member or urban Indian community representative. Three of these representatives shall be elected to fulfill the duties of a secretary, a treasurer, and one representative elected at large. The term for each council position is two years.
  2. Executive Board: The elected council members and the immediate past council spokesperson shall comprise the Executive Board.
  3. Responsibilities: Duties and responsibilities of the officers shall be those defined by Robert's Rules of Order, Revised. The Executive Board will be responsible to the membership for budget decisions.
  4. Elections: Election of officers shall be the last order of business at the last meeting in the spring quarter by a majority of members present. Nominations of officers shall be limited to members as defined in Article III, Section A.2. of these by-laws.

MEMORANDUM OF UNDERSTANDING EARLY COLLEGE FOR NATIVE YOUTH CONSORTIUM

_________________ (herein called the "College" or the "School") and the Early College for Native Youth Consortium (herein called the "Consortium") enter the following contract and for the terms of which WITNESS THE FOLLOWING:

WHEREAS the parties to this Memorandum of Understanding desire to establish a consortium to represent and advocate for the interests of Early College schools serving Native American students and the staff, faculty, students, tribes, communities, and college partners of those schools and to further serve as a fundraising body for the member schools; and

WHEREAS the parties to this Memorandum of Understanding support the mission of the Early College High School Initiative for Native Youth which is to "Merging culture, college and high school to create paths of academic success for Native American students."

NOW THEREFORE, the parties to this Memorandum of Understanding mutually agree as follows:

  1. GOVERNANCE: The Consortium established under this agreement shall be governed by the elected council and is subject to district, tribal, state and federal policies and requirements. The council shall meet at least twice yearly to evaluate progress, identify problems, issues and challenges that arise, and to make recommendations for strengthening, advocacy, and fundraising for member schools.
  2. OPERATIONAL STRUCTURE: The Consortium shall consist of members as defined by Article III, Section A. 1-2 in the Early College for Native Youth Consortium By-Laws, attached hereto. Meetings shall be scheduled and conducted in accordance with Article IV, Section A. 1-4 in the By-Laws.
  3. RENEWAL AND TERMINATION OF AGREEMENT: This MOU may be amended by mutual written agreement of both parties. The MOU will be in force for one (1) year following signing and is renewable based on the consent of the signatory parties. The School and the Consortium reserve the right to terminate this MOU upon service of written notice to the other party 90 days prior to the date of termination.
